The user's pics and docs should still be in My Image Garden after downloading and installing on the new PC, as long as they were saved in a location that was copied over to the new PC or backed up separately.
When I open "My Art" the options are not highlighted, I can not open anything.

For some applications that work with graphical resources, it's mandatory to load an image or a supported file before you can enjoy and access the other features. Therefore, go to File > Open and load a supported file. I know that once a file has been loaded into the application, the options will become available and ready for usage.
The application does not recognize your printer because it's not supported. Please see the list with printers that are compatible with this program. Canon PIXMA iP6700D is not mentioned on the list.
My Image Garden does not move files all of its own. The application is just an image viewer and the only way to access the files is through the tree menu on the left side. However, if the files were moved, there is no process of automatically restore them back. You will need to do this the manual way. If you don't want to use Image Garden anymore, try installing an alternative such as XnView.
I suggest you upgrade to application to the latest version compatible with your system. You can download and install it free of charge from Canon web page. Identify your printer model, select your operating system and download and install the application from Drivers & Software section.
The software doesn't let you have your custom print on CD. This means you still need to use a template. Open My Image Garden, then go to New Art and select Disc label. Choose of template and then modify it however you want it. Although the software doesn't let you use a custom template, you still have the possibility to modify the loaded one however you like it. Access the official support page for more instructions.

According to the official manual, you have the possibility to save the images that have been fixed using the Save Selected Image function available withing the application. To find more information about it, access the online Canon page created especially for this purpose: http://ugp01.c-ij.com/ij/webmanual/MyImageGarden/M/2.0/EN/MIG/mig-304.html
From Canon support:
Click Save Selected Image or Save All Corrected Images in the Correct/Enhance Images window
Click Save Selected Image or Save All Filtered Images in the Special Image Filters window
I have old scans on Image Garden and can't find how to easily select them all and delete them. I would also like to know how to make the scans in much lower resolution - i.e. smaller files for e-mailing.

The Canon My Image Garden software is a viewer for the files stored on the hard driver. By default, you use the tree menu on the left to browse through folders. If you want to delete an image, simply delete it from your computer using My Computer and then browsing to its location. To decrease the resolution and file size for your scans, simply lower the scanning DPI. By default it should be somewhere around 600 or 300. Just lower it to 72 or keep it something around 200.
I have no problem with my Image Garden. I use it frequently. But I keep getting these pop-up notices about it that say something like, 'Important files have been damaged or deleted; please re-install.' And I'm not sure about this because I have seen no problems at all, so I just remove these random messages, which is annoying because about 24 of them just pop up on my screen. Any ideas? I have a 5400 series Pixma and I am using Windows 7. If any of this matters.

When you receive that message, it means there is something wrong with the application, even if the functionality is the same and it works properly. Instead of re-installing, go to Start > Search > > Uninstall a program and look for the Image Garden software. Click Uninstall, but choose Repair instead. If it's not working, remove the software completely and install it again and it should work.
